Rolling updates for ECS

• Minimum healhy percent (0-100%). Minimum task to be healty
• maximum percent: (100% - 200%)
  Example:
• Min 50% max 100%. Starting 4 task
  • Green is new task, blue is old task.
  • We terminate to keep minimum 50% healthy
• Min 100%, max 150%
